To support SMU faculty in the development of their research potential and progress, preferably aligned to the University's or School's strategic objectives.

Eligibility Criteria
- All SMU full-time faculty who are, at the point of application, on either the Standing, Practice, Education faculty track and holding the position of Assistant Professor, Associate Professor or Full Professor, are eligible to submit an application as Main Principal Investigator (Main PI).
- Only new research proposals are allowed in the MOE Tier 1 grant application. Applicants are to ensure that a proposal with similar or overlapping research aims has not been submitted to, or awarded research funding by another funding agency or SMU research institutes, centres, labs or initiatives.
- In each grant call, an eligible faculty may submit only one application in the capacity of Main PI, although he or she may serve as a collaborator on a different application in the same grant call.
- Faculty should also ensure that their previously approved MOE Tier 1 projects, if any, are successfully completed by a stipulated deadline and having fulfilled all required documentation before they are eligible to apply.
Funding Duration
A typical period of funding support is 12 months unless special approval is given by the respective School's Dean’s Evaluation Committee (DEC) and supported by the Office of Research.
Evaluation Process
Submitted research proposals are evaluated by each of the respective DEC members and successful submissions are to be endorsed by the Office of Research.
Evaluation Criteria
Several factors are considered in evaluating the submitted applications, as follows.
- Contribution to the development of the applicant's research potential and progress.
- The quality, importance and impact of the proposed research project.
- Its potential value for enhancing the stature of the University.
- Its budget appropriateness in terms of the project proposed.
- Past record of research output (eg. working papers, papers published in journals).
