In Singapore, the top 10 per cent earns 30 per cent of all household income while the bottom 10 per cent earns 1.6 per cent. While income inequality has been a fact of life since the 1980s, the government is now hoping to make right the imbalance and do more for the lower income group. If addressing income inequality means more social spending, who should pay?
